Sylvia Perez, CEO of Raffle Enterprises, has demonstrated remarkable resilience and adaptability in the government contracting space. Originally focused on training, event management, and language services, she pivoted her business during the COVID-19 pandemic to supply medical equipment. Leveraging a $5 million vendor credit, she formed strategic partnerships, including a teaming agreement with a veteran-owned small business, which ultimately led to a $300,000 contract to supply the VA with critical medical supplies. Reflecting on her journey, she shared, “It was really scary because I had never gone without a paycheck for over 20 years, but I knew I had the skills and determination to make it work.”

Despite her expertise in sales and relationship management, navigating government contracting posed new challenges. Sylvia credits the Maryland Apex Accelerator and her counselor, Richard Paden, for their invaluable support in understanding certifications, financing options, and procurement strategies. Through their guidance, she secured multiple contracts, including a language training services contract with the Federal Reserve Board of Governors just six months after obtaining her MBE, SB, and DBE certifications. Even when faced with the disappointment of losing a $1.8 million contract due to financing limitations, Richard provided her with resources and contacts to strengthen her financial position for future opportunities.
